Abstract or Description

The environmental effects of energy production and use have been studied for more than two decades. Most studies have focussed on identifying and quantifying the effects, without trying to ascribe a dollar value to them ( 1-8). A few studies have assigned monetary values to the effects (9, 10) . Interest in the area has increased rapidly in the 1990s , due in part to concern about global climate change and using market mechanisms to improve environmental quality (11) .
