Feenberg and Mills have three goals. The 6rst is to provide a clear exposition of the theory of how to measure environmental benefits. particularly of measures using consumer surplus. The second is to provide four original analyses of the benefits of better water quality. The third is to provide better estimations of the national benefits of water quality. They succeed in two cases, a respectable .667 batting average.
